Would women in violent households be safer if there was California statutory divorce?

The most dangerous time for women in domestic violence (dv) situations
is when they are trying to escape an abuser. Was wondering if a law
change could take the heat off of the survivors and put the burden on
the State of California? What if abusing women and families to
control them leads to a forcible end of the relationship by law. It
would no longer be up to the family members being beaten or threatened to decide?

Over a certain threshold of dv abuse, that is it. The State
terminates the marriage. The prosecutor, police, social departments
and judge are empowered to mandate a forced separation. For a certain
period of time the relocated survivor and children get housing in
another location. A restraining order is put in place. Legislators,
and you, dv groups, experts, can determine whether this is legal,
violates natural law, or would do more good than harm? Best,

P.S. The State law would apply to any marriage or common law
relationship regardless of sexual orientation.
