This election and political message delays by delivery region through Yahoo?

In the past several days an interesting test email message was sent to
the Harvard lists on five continents. It had three terms in it (1) an
Arab sounding name, (2) "Republicans" and, (3) Secret Service. What
happened was rather interesting? The email was allowed to go through
to Bay Area and Los Angeles recipients within a day. There was a 3-4
day delay to the email message getting to other parts of the country
and to other parts of the world. The funny thing was the message
content once thought about was anti the main Democrat contender and
sort of pro-Republican so surely there was joy in releasing it
eventually.

We need a way to park email in a 1st amendment haven or in multiple
places? There needs to be a way that a person's email gets sent
redundantly to different locations which can be independently checked
by them? Centralized control allows for foul play? Does anyone
remember the Gore loss two US presidential elections ago? There is a
funny computer science rule from commercial product engineering and
IT. If you get even one report that something is wrong, it usually
is. It may take you time to discover the proximate cause. It may be
painful to find the source of the anomaly. You may not have the
budget or authority to fix it. User concerns are rarely false. Could
this rule apply to citizen concerns?
